Nuo seno juos palaiko miesto kultūrinė bendruomenė, jos lyderiai, miesto ir krašto spauda, valdžia. 1974 metais Šiaulių karikatūristai pradėjo rengti miesto karikatūrų parodas, leido katalogus. Rimanto Baldišiaus iniciatyva Šiauliuose vyko plačiai išgarsėjęs tarptautinis karikatūrų&nbsp;konkursas "Velocartoon", dideliais tiražais pasirodę šių konkursų - parodų katalogai iškeliavo po visą pasaulį, garsindami Lietuvos humoristų kūrybą, mūsų šalies vardą.&nbsp;Šiaulių "Aušros" muziejus, paveldėjęs&nbsp;"Velocartoon" konkurso dalyvių sukurtus&nbsp;darbus, vis surengia ilgai trunkančias karikatūrų parodas iš saugomų fondų.<br />Šiaulių karikatūristai&nbsp;pradžiugina humoro gerbėjus &nbsp;ir autorinėmis&nbsp;&nbsp;parodomis,&nbsp;autoriniais kūrybos albumais.<br />Štai savo rankose laikau puikiai išleistą Rimanto Baldišiaus karikatūrų rinktinę (dizainerė Andrė Baldišiūtė, spausdino S. Jokužio spaustuvė, 2010).<br />Kai kurias leidinyje publikuojamas karikatūras esu matęs periodinėje spaudoje, anais laikais garsiojoje "Šluotoje", parodų kataloguose. Tačiau naujame kontekste karikatūros "suveikia" naujai, verčiant albumo puslapius šypsena išsprūsta ir jau nesusitraukia, nors dažnoje karikatūroje matai tik smulkiųjų biurokratų nutikimus. Grįžusi į Lietuvą šeima apsigyveno Skuode. Čia Rimantas lankė ir baigė vidurinę mokyklą, vėliau mokėsi Kauno politechnikos instituto Mašinų gamybos fakultete, kurį baigęs 1978 m. atvyko į Šiaulius ir pradėjo dirbti konstruktoriumi staklių gamykloje. Nuo 1985 m. dirbo Lietuvos informacijos instituto Šiaulių filiale (Inžinierių namuose), tapo aktyviu Lietuvos Sąjūdžio dalyviu. Šalia savo profesinės inžinerinės veiklos R. Baldišius jau nuo studentavimo laikų domėjosi daile, apipavidalindavo tuometinius studentiškus sienlaikraščius, jiems piešdavo karikatūras. 1970-aisiais Šiauliuose susibūrė jaunųjų karikatūristų – Pedagoginio instituto Dailės, braižybos ir darbų katedros studentų, 1974 m. surengusių pirmąją karikatūrų parodą ir 1976 m. kitą šmaikščiu pavadinimu „Auklėk Jonelį, o ne Joną“, būrelis. Tai davė pradžią šiaulietiškajai karikatūros raidai. 1979 m. Penktojoje Šiaulių karikatūros parodoje debiutavo ir R. Baldišius. Vėliau jo kūriniai buvo eksponuojami visose šiauliečių parodose, respublikinėse karikatūrų parodose, „Homo Sapiens“, daugelyje užsienio parodų. Taip jau sutapo, kad R. Baldišiui atvykus į Šiaulius čia pradėjo veikti Inžinierių namai. Kaip jis pats prisimena ir teigia, tai buvo unikalus to laikotarpio reiškinys, turėjęs išskirtinės reikšmės techninės inteligentijos gyvenime, jos profesiniame ir kultūriniame švietime. 1980 m., 1984 m. šiuose namuose buvo surengtos personalinės R. Baldišiaus karikatūrų parodos, išleisti jų katalogai. R. Baldišiaus karikatūrų tematika labai įvairi. Biurokratijos pasaulis atskleidžiamas rašomojo stalo personifikacija, popierių krūvomis užspaustu, įkalintu žmogumi, iš brėžinių išsprūdusiomis rodyklėmis, smogiančiomis į jų braižytojus, eismo ženklų paradoksais ir t. t. Autorius sukūrė itin savitą karikatūros herojų – žmogeliuką, besigalinėjantį su įvairiausia technika – automobiliais, staklėmis, jų detalėmis. Dažnai ir pats technikos objektas, įgydamas žmogiškų gyvybingumo ženklų, tampa piešinio herojumi. Kaip tik tame žmogaus ir daikto santykyje susidaro paradoksalios, alogiškos, juokingos situacijos. Ypač dėkingoje/nedėkingoje padėtyje atsidūrė dviratis – toks kasdieniškas ir vis naujai išrandamas. Technikos pomėgis ir buvo viena iš paskatų rengti karikatūrų parodas, skirtas dviračio temai. Taip susiformavo mintis su lietuviškomis karikatūromis išeiti į platesnį pasaulį, suruošti tarptautinę karikatūrų parodą įvardijus ją „Velocartoon“, kuri ir įvyko 1988 m. gegužės mėnesį, atidarytą Šiaulių parodų vitrinose Vilniaus gatvėje. Tuo metu Šiauliai buvo vadinami dviračių miestu: čia veikė dviračių gamykla „Vairas“, eksportavusi vaikiškus dviratukus į 80 pasaulio šalių, kiekvienais metais buvo rengiamos dviračių varžybos, veikė ir tebeveikia Dviračių muziejus. Pirmajai parodai buvo atsiųsta 500 kūrinių iš vienuolikos valstybių. Tokia sėkmė paskatino organizatorius padaryti ją tradicine, rengiama kas dvejus metus. Antroji paroda įvyko sunkiomis 1990 m. blokados sąlygomis, trečioji 1992-ųjų paroda buvo itin gausi: 284 autoriai iš 54 šalių jai atsiuntė 653 kūrinius. Ketvirtoji paskutinė paroda surengta 1994 m. Joje dalyvavo 178 autoriai iš 37 šalių, atsiuntę 388 kūrinius. Įspūdingi ne tik skaičiai, bet ir kūrinių įvairovė bei jų meninė vertė. Buvo išleisti trys gražūs spalvoti parodų katalogai, kurie iškeliavo į parodų dalyvių šalis ir atliko reikšmingą Lietuvos vardo ir jos kultūros propagavimo funkciją. „Velocartoon“ kolekcijos parodos buvo suruoštos daugelyje šalių, ten taip pat buvo išleista bukletų, ne vienas didesnis ar mažesnis straipsnis. Ne visos publikacijos pasiekė Lietuvą, daugiausia, berods, jų būta Vokietijoje. Šios keturios parodos – savitas reiškinys, užimantis ryškią vietą Lietuvos karikatūros plėtotėje, prisijungus prie tarptautinės arenos. Ypač pirmajame jos raidos etape tai buvo lyg ir nebyli, tačiau pakankamai vaizdi kultūrinės rezistencijos forma. Karikatūra prisijungė prie kitų smulkiosios grafikos žanrų (ekslibrisų, proginių autorinių atvirukų), kurių dėka davė žinią apie savo buvimą pasaulyje. O apskritai dviračio tema pasirodė esanti neišsemiama. Per dviračio temą į parodas įsiterpė ir laisvoji tema, visuomeninio gyvenimo ir politinės realijos. Dviratis tarytum tapo nūdienos pasaulio įvykių stebėtoju ir dalyviu. R. Baldišiaus meninė veikla vertintina dviem poliais. Pirmiausia tai sukurti meniniai kūriniai-karikatūros, kalbančios lakoniška grafine kalba, pasklidusios Lietuvos ir užsienio spaudoje, parodose, kolekcijose ir muziejuose. Visų keturių tarptautinių parodų kolekcija saugoma Šiaulių dviračių muziejuje „Aušros“ muziejaus padalinyje. Antra – tai organizacinis dailės darbas. Tarptautinių parodų organizavimas, susirašinėjimas, katalogų leidimas, lėšos – tam atiduota ne mažiau jėgų nei karikatūrų kūrybai.
